NEXPUBLICA FRANCE, software publisher for social services
In November 2022, clients of NEXPUBLICA FRANCE reported a serious problem. In PCRM, the publisher's software used by France's departmental disability centres, users could see documents concerning other people.
Inspections by the CNIL (French data protection authority) found widespread weaknesses in the information system. The CNIL criticised the publisher for allowing fundamental security problems to persist.
On 22 December 2025, the CNIL fined the publisher 1.7 million euros, in a decision made public. It took into account the number of people affected and the presence of data revealing a disability.
In October 2026, two serious flaws were disclosed in PHP, the language behind much web software. Older versions no longer receive security patches: these servers must be isolated, then migrated (CERT-FR (opens in a new tab)). According to Qualys, around 71% of the PHP installations it tracks run on these end-of-life versions (SecurityWeek (opens in a new tab)).
