Situation — AI and sovereignty

I want to use AI, but no third party may have access to our data.

Context

Your contracts, your client files, your R&D: that is where AI would save you the most time. It is also what you cannot send just anywhere.

Consumer assistants run on the servers of providers you don't control. So you wait, and AI is kept at the door.

The problem

  • A provider subject to US law may have to hand your data over to the US authorities, even if it is hosted in Europe.
  • Your clients, your insurer or your partners may ask you where their data goes.
  • Giving up on AI means leaving the time savings to your competitors.

Microsoft France, hearing at the French Senate

On 10 June 2025, a French Senate commission of inquiry was examining public procurement and digital sovereignty. The director of public and legal affairs of Microsoft France gave evidence under oath.

He was asked whether he could guarantee that French citizens' data, entrusted via Ugap (the French public purchasing agency), would not be passed to the US authorities without France's consent.

His answer: "No, I cannot guarantee it, but, once again, it has never happened so far." The hearing covered the cloud in general, not a specific AI tool.
