State of Schleswig-Holstein, regional administration, Germany
The German state of Schleswig-Holstein has made LibreOffice, an open-source office suite, the mandatory standard for its ministries and departments.
As of 4 December 2025, excluding the tax administration, nearly 80% of workstations had switched to LibreOffice. Microsoft Office and Outlook had been uninstalled or were being phased out. Nearly 44,000 mailboxes had moved to Open-Xchange.
The state reported more than 15 million euros saved on licences to date. It planned a one-off investment of 9 million euros in 2026 for the migration. Around 20% of workstations still partly depended on Word or Excel: the switch is being made in stages.
